ChatGPT's ad platform matures: custom audience uploads and bid adjustments arrive

Together with June's AI-generated ad variations — served only after advertiser approval — the platform moves a step closer to the first-party data targeting of Google and Meta.

OpenAI is maturing the ChatGPT ad platform at a rapid clip. Two additions spotted in early July let advertisers upload custom audiences from email and phone lists and apply advanced bid adjustments to those audiences. The third piece, added in June, is platform-generated ad variations: the model writes the copy, the advertiser reviews and approves. Industry observers note these steps move the platform markedly closer to the first-party data targeting serious advertisers already rely on in Google and Meta.

The early rough edges are on record too: match rates on custom audiences remain partial, using AI-generated ads sends every ad in the group back into the review queue, and misattribution cases — business listings linking to competitors’ sites — have been reported. Still, the direction is clear: OpenAI, which formally declared itself an ad business at Cannes, is shipping features on a scale of weeks, not months. Commercial intent inside the dialogue is now measurable, targetable inventory.
